I don't get it. Usually, you're just an ass, not really all that
stupid. But this time, ring the stupidity bell once for you.
If the seller bought the set for $30 USD in the USA (which is likely),
and a buyer elsewhere would have to pay the equivalent $40+ USD for
the same set, it may be a decent deal for the buyer to buy the minifig
for $20. But besides that option, there's also people who can't
purchase the set online or in stores (in, say, the Ivory Coast for
example), who are only interested in the minifig and who would be
happy to pay $20 USD for it. As for getting all the extra pieces too,
some people don't want them, and don't want to go through the hassle
of selling them. I know plenty of people whose purchasing scheme has
changed from buying sets (and getting lots of bulk pieces that they
don't want) to paying slightly more (or slightly less depending on how
you look at it) for individual elements that they're interested in.
Hell, I've contemplated buying this set myself, but the only real
reason I have to do so is to pick up that particular minifig, since
there's not much else in the set that I'm interested in.
I guess I'll just have to quietly hope that you were intentionally
playing stupid. But I'm disappointed in you that you stooped to the
level of being dumb in order to solicit replies. Oh well, guess it
worked.
