I never found it when I was looking a year or so ago.

I now use this BricxCC (http://bricxcc.sourceforge.net/ ) But its not
exactly beginner friendly.

ah sorry, u can just download the ris SDK. not the whole software which
comes on the cd with the mindstormspacket.
