Not sure where the problem is, but if you Google'd for "latex modified
concrete" you'd get millions of links ..
http://www.google.de/search?num=100&hl=de&as_qdr=all&q=latex+modified+concrete&btnG=Suche&meta=lr%3D

like for example
http://irc.nrc-cnrc.gc.ca/pubs/cbd/cbd241_e.html
http://wagmanconcrete.com/rapid-set-latex-modified-concrete.asp

and a contact, where you can get a suitable latex from to play with ...

Yes, I have seen these links but the problem is whenever I got I
journal, it didn't contain a general information like material,
strenght evaluation, corrosion resistance,...etc
this link  is the only one contain general information. The other
talks about a specific application like bridge deck overlays.

I found a book edited by Y.Ohama but couldn't be accessed

I would also search US patents.

Patent claims can be obtuse but patents usually contain practical
working examples.

You should highly carboxylated latex (i.e from DOW, BASF), it will
impart strength to your concrete.

it will allow it to cure slowlly.
