Um, first, when you create a circular or radial pattern, you need to have a feature with an angular dimension. Probably the first radial/diametral hole. For this hole, you needed a plane and axis (as angular references). The only other thing you needed was the distance from the center. When you have a bolt circle and can pattern the feature, you should be able, in drawing mode, to show the dimension by picking the view and RMB 'Show dimensions'. No!?!
