Skin Effect Ratio

What it mean that skin effect ratio in Bus Bars ( Both LV and HV systems ) vendors are specifying that skin effect ratio = 1. Whether it mean that when both AC or DC is conducted by that bus bar the rating of the bus bar is same ?. Please clarify the above

I guess they mean that the bus bar is less than 1" or so in diameter or (if a large tube) the walls are less than 1/2" thick (more or less). At "line" frequencies, the "skin depth" is on the order of 1/2" inch. My numbers are only "ball park" accurate.
