Are running boards required for wire runs through scissor trusses where the roof cavity (which is about 2' tall at the peak) will be filled with blown-in cellulose and inaccessible from either the interior or exterior of the building (e.g., no trap-doors, no crawlspaces) or can I just loop wire runs through the trusses?

you can run on the trusses if the cable (NM) is properly installed (stapled). Just make sure that there are no junction boxes or other splice points in that attic.
