It can't. He's selling the video on how to do it, so the details aren't available. BUT, the clip of him running a compressor with his "transformer" method shows a *bunch* of caps on the floor. That's the essence of his method. Maybe the transformer is used to boost the voltage, but that's a guess.

I generate 3 phase 480 - but with a rotary and transformers.
That method is called a STATIC converter. They are sold and used all over, but must be tuned to the load.
