Resin to bind scrap SBR rubber?

I'm looking for a kind of resin (Thermoset) to use as a matrix for scrap tire powders, but am not sure in what direction to look. Polyurethane? It should be low viscosity to allow wetting of large surfaces, and preferably stay a little bit flexible after curing- I don't want to end up with bakelite ;) Any help appreciated.

I would look at a cycloaliphatic epoxy such as ERL-4221 (Dow), which is a low viscosity liquid with good wetting properties. I don't know anything about hardeners, though!
