There is a model of power mains monitor that I'm thinking of. It is long ago (10-15 yrs?) discontinued. It used a paper strip to record events, and was just a plug-in-the-wall and leave it alone device in a blue metal case (I think...).
Anyone remember the make and model?

Sorry for the slow reply. The instrument you are thinking of records voltage to a scrolling paper chart and is a Megger Power Ranger, there is no model number. They are as you describe and were used about 10yrs ago. I also have some three phase versions.
