I would say you were very lucky to find that paper. Is it your own? It's ahead of a lot of the thinking in the field.
Reflection and transmission coefficients usually apply to propagation along an effectively one-dimensional channel (cable/waveguide/fiber/etc). In two dimensions you will have to consider general scattering, and of course your paper also mentions the possibility of radiation, i.e. coupling into the third dimension.
It might help if you said what you want it for.

Interesting paper indeed, but the fundamental point is still the same: you have bending radiation loss and you have absorption loss. If there is roughness at the interface you would also have scattering loss.
