Look at a plastic coke bottle... good for 100 + psi external, won't hole 2 psi external..

If you mean " thin wall " you will probably find your vessel colapses when the stress is much less than 5% of yeild.

With no regard to cost at all ? :-)

The plate thickness is 1.214" and was designed for an unstiffened sphere, as opposed to the 100 ft. The other factors considered were from full vacuum to 19 psig for pneumatic test, snow load and a wind load of 110 mph.

Without checking, I recall that windload is in the pounds/sq ft. The vacuum design load looks controlling.,
