Making a hole in thin flat spring

I want to make a hole in the end of a linear spring that came from a tape measure. It is 1/2" x .005 and very hard. I tried annealing it, but it turned crumbly (as best that I can describe it). I suspect that because it's so thin that it cooled too quickly. Any way to do this or am I SOL?

BTW - I used Jeff's tiny-flame-on-just-a-spot and it worked a treat.
