Have you noticed that when things screw up the first thing somebody says is often something like, "Well, I THOUGHT it was downstream of the pressure regulator."
Proving once again that thinking may well be the underlying reason for most problems.

Read and believe. You have flow somewhere. Or they installed a regulator somewhere. Static pressure has no flow so the pressure equalizes. Once flow starts, there is a pressure drop. Pressure == voltage. Flow == current. pipe/hose == resistance.
