Actually a simple Google query turns up several references to
"coulombmeters" Some of these are modern and others have been around a long
time. Most do not measure voltage and some directly measure charge (eg the
force between the foils of a "gold leaf electroscope" is dependent on charge
so the deflection can be used as a measure of charge ).
