Can nuetrals be tied together from multiple transformers in normal step down levels, like all 1440 volt levels and all 480 volt levels respectively in Y systems. delta systems? both, all and different voltage levels safely. If they can is it common practise?

If they are all to be solidly grounded systems, they are all, in essence, bonded together. If you are not bonding them to ground, what is point?
For the voltage levels you list, neutrals are commonly bonded to ground. It is safe and it is common practice.
Neutrals are generally bonded to ground at the transformer or at the service entrance equipment (or the secondary protection equipment for the transformer).
If you want to bond them somewhere else, (such as taking the neutrals from transformers all across a large site and bonding them at a central location) that may be unsafe.
