Bob,
According to my ML7 manual its a 'Pad Bolt and Bush', there is also 'stud' and a 'barrel locking lever'.

Thanks Garth, I was looking for a generic name for the type of clamp. It is fairly common on tools & light machines and not bespoke to myford so I thought it might have a name.
