There are different types of pvc. There's a hard type (like pvc pipes) and a weak type (like garden sprinklers( But what do you change in structure to make hard pvc weak?

You have to increase the plasticizer amounts (DOP or DOA for example). This will decrease the glass transition tempertaure of the material that will be inferior to room temperature. Then the PVC will be less stiff (rubber state). Weak is not the good word to speak about this state.
