I reckon that's a great idea! I don't think it'd be too tricky to build a 'standard' two motors/two castors robot base into the bottom of the case.
The problem would be that the CRT is probably much too power-hungry to run the robot on batteries. You might be able to find an LCD which would fit, or the other option would be to take inspiration from the happy mac / sad mac icons and make a 17 x 13 pixel display out of LEDs for it!
