Some roadside railways (usually light railways) were classed as tramways and therefore were unfenced. Some that come to mind are the Wisbech and upwell railway, once run by the LNER and later BR, the Wantage tramway and a few narrow gauge railways, mostly in Ireland. However, the locomotives were supposed to wear skirts to hide the moving parts of the motion, but these quite often were taken off for serviceing and not replaced!
