Can you run a typical 3 phase Tig welder with a static or rotary power converter?

A static converter won't do any good. It is just a motor starting capacitor and switch arrangement. Useless if you aren't feeding a motor. A rotary converter will work, of course, as testimony here in the last few days shows. Actually, if you don't demand full rated output from the welder, you can probably run it directly on single phase 220.
