what is the W/d ratio for saw welding

whether excess penetration is good for fillet welds say ...circumferential fillet welding of thickness 12 mm rim and

36 mm inner disc the root penetration exceeds about 6mm and fillet size is 8 mm and throat is 5.2mm

pls give ur suggestions
