Right questions.

24V is not a problem: use a voltage divider to run to TTL levels. If you HAVE a logic analyzer, use that!

If this is low-budget, use a parallel port or two.

Four inputs and four outputs, from plc/pc. (that would be 8 inputs for whichever analyser i use) Since one device is a PLC it will take at least 1~2 mili sec for a scan. So i probably need 1 mili sec resolution. I do not need real time infor. just need relative time between switching.

Any inofo on how to use parrlel port for this aplication? or any i/o card and software that i can use?

You hire them from companies like Tech Rentals if you only need it for a bit of troubleshooting.

AFAIK, the entire range can give you an output in the format you require.

Have you looked at the Ant8

? The memory depth is about 3000 samples; might be sufficient. It's not very expensive and is small enough to live in the laptop case.
