USB ports that cause electric shocks when plugging in flash drive

I saw this in another group and would like to hear input from you guys on the explanation.



My very limited education of electricity would make me guess that the polarity of the hot and neutral are reversed and the ground is not connected.



My guess is that the tingle he is getting could make him dance if he is grounded well enough.
