Is there such a thing as a flexible composite made from a cloth and a foam?
What about fusing the common Teflon thread tape to cloth?

I don't know what exactly you're looking for, but glass-fiber reinforced PTFE tape is used for covering the heating elements of commercial heat sealers for plastic bags.
Gore-Tex is an insulation for clothing which consists of expanded PTFE.
