PE in same state to stamp?

The engineer can be *located* anywhere. He can be licensed in another state. But if he is licensed/registered in your state, then the state he is licensed/registered in needs to have reciprocity in the state where the design will be implemented. Check with your state licensing/registration board to find out what states those are.

generally speaking, he needs to be liscensed in the state where the project is happening--easy to define when you're building a bridge, not so easy with, say, an EKG machine.

Note that your location isn't necessarily relevant to the above... and that it doesn't say anything about his physical location either

Check with your state Board -

usually the same state as the place of use, because of local conditions that can affect the integrity of a design. E.g., An engineer experienced in outdoor equipment design in the midwest will likely miss design items crucial to his design the first time he does one outdoors near the ocean and salt, or one in California near one of the earthquake faults.
