How much weight will this 21 inch long 0.375" x 1.25" aluminum flatbar axle support?

Personally, I am not concerned about the center joint. It is a bottom bracket that can withstand lots of twisting force from bicycle cranks and pedals. The flatbar will be firmly attached.
I would rather make a two wheel vehicle, but I live in a nanny city that prohibits power assisted scooters. They probably do not enforce it, but you never know. So I am making a motor assisted tricycle.
