Try reading a driver's license with 130 lumens up close. Be wearing dark glasses or be seeing spots for a while! I can certainly see the value of perp-dazzle, but I'd also want a low-power mode.
Shine 130-lumen light in motorist's dark-adapted eyes at a traffic stop, like they do. See motorist run over mailbox upon departure.
