Take it to a silversmith. If the tray is solid sterling, it needs the attention of a pro. If it's not, the chances of your being able to reattach the leg without ruining the piece are slim. You don't have the right equipment and soldering the leg on a tray is not easy.
I am a novice at metal work, but since I have a mig welder and oxy/act torch, a good neighbor brought over her silver serving tray that one of the legs broke off and wants me to fix. What is the best way to re-attach the leg?

I'd go with the mig personaly. Seriously? take it to a silversmith. If it's sterling then this is probably a very quick and easy repair. I could have it soldered, pickled, and polished in short order but you don't want to learn how on a "good neighbor's" silver.
If you want to help your neighbor, but have sense enough not to risk damaging a valuable silver try, use epoxy or CA glue. Tell her he repair is "temporary," and is just to make it sit level on the shelf until someone can do the job right. This will make you look good, and, at the same time, impress her with the seriousness and difficulty of what she is asking.
pewter. Save a friendship and suggest the repair be done by a silversmith. I was in the plating business for 25 years dealing with this problem and never was any fun, we always sent them out for repair.
