Is there a single source for building the ARM toolchain for use under windows?

and click on the "GCC for ARM" link. In general you will need BinUtils and GCC sources plus some C runtime, like the NewLib. Just compiling a C/C++ compiler is not that hard, but if you want to have a complete toolset (with Fortran, Pascal, ADA, Java language) you're up to a non-trivial challange. Anyway, you can find some info on it on this page.
