Assuming it is adopted (HA!), when would it go into effect?
it was originally scheduled for Jan 24, 2004
but they haven't responded to comments yet, so who knows?
(and who knows if they care, and they'll declare it effective 1/24/4 anyway)

The DOJ agenda published earlier this year indicates that the final rule was planned to be published in Feb. 2004. However it is likely to be later than this date because after the agenda was published, the comment period was reopened. Also, the International Society of Explosives Engineers (ISEE) has not been told by the BATFE if their request for a public hearing will be granted.
