it was originally scheduled for Jan 24, 2004

but they haven't responded to comments yet, so who knows?

(and who knows if they care, and they'll declare it effective 1/24/4 anyway)

correction

certain changes affecting magazine construction are scheduled to be effective one (1) year from the date NPRM was filed in the Federal Register, or Jan. 29th

there is no indication of when the remainder of the proposal will be effective

30 days after the final rule is published in the Federal Register.

The DOJ agenda published earlier this year indicates that the final rule was planned to be published in Feb. 2004. However it is likely to be later than this date because after the agenda was published, the comment period was reopened. Also, the International Society of Explosives Engineers (ISEE) has not been told by the BATFE if their request for a public hearing will be granted. (at least the ISEE hasn't posted anything yet on their web site)
