anyone know how to take a .bmp file and convert it to a useable drawing file?
You will need to convert it to a vector format, check out the shareware sites, you might find something. Look in your web searcher for raster to vector conversion. Also check out the following programs

Call up the guy that generated the bmp and ask him to send it in the original format?
Use WinTopo raster to vector converter. The Freeware version is excellent value for money.

I've been down this road and have to say that there is nothing out there that is going to do exactly what you want. When it comes down to it, you are best served by inserting the bmp onto a sketch and tracing the damn thing. I know it's crude and tedious, but raster to vector software is just not there. By the time you have cleaned up the conversion, you could of had the part traced. Another major drawback to raster to vector software is that it is very poor at producing arcs or splines. Most use line segments and can result in conversions that are just massive in number of entities created. I've used no less than four software packages designed for converting and have only slightly impressed with Draftsman Plus by ArborImage. Very pricey though and still no more efficient than tracing a BMP. Wish it were otherwise, I do about 20 such conversions a month for laser cutting.
