References in assemblies 2006 sp 4.1

Hey all I'm confused. I have an assembly with a assembly sketch. In a part I have a sketch. I would like to set a line length equal to a line in the assembly sketch. I can only do this if the part sketch is in the same plane as (or I assume parallel to) the assembly sketch. Actually I can do it sometimes, it seems to depend on the horizontal or vertical relationship of the lines as well. What am I missing?

I suspect it does a "project" onto the sketch plane, and if its perpendicular it doesn't work. This applies with sketches within a single part too, not just when trying to link to an assembly sketch.

I'd suggest using an equation to match the dimensions instead.
