Train World. Their minimum shipping fee is $8.95, however, and higher to Canada and elsewhere. Their prices are roughly 25% below list.

They're (the 20 packs) on sale in the Walthers Flyer. It's only a dollar or two off, but it might save you a bit if you only need the one package.
