I found the attached story on another thread.

Can someone explain who or what Hoyle is or was?
Nothing jumps out at me from a Google search. I've also got a similar line popping up from a half-remembered sea shanty.

I believe that "according to Hoyle" refers to a book on card game rules by . . . . Hoyle

Hoyle was regarded as THE authority on card games. So any disputes were arbitrated by referring to a copy of his book of how the particular game should played. Hence: "According to Hoyle.."

To throw in an additional spanner to the works, this would appear to have been written as a typical factory piss take about a factory somewhere in Trafford park , Manchester where they or took so long to pass bolts through inspection that they were obsolete when they arrived. Any offers which company, remembering that Trafford park was ( one of ) Britains first Industrial estate , with Ford, Kellogs ( still there) and various other American companies on one site.
