I just started MIG welding and I really like it alot but the first type of welding I learned was stick about 10 years ago and I only did it for a couple of months and would like to learn it again. Is there a inexpensive quality brand of stick welder, preferably 110v, that would be ok to learn on? Thanks.

The only "quality" stick machine that would run on 115 volts would be one of the smaller inverter machines. Something like the MILLER MAXSTAR

The cheaper 115v machines are just not worth missing with in MHO.
On the other hand, Something like the Miller Thunderbolt, Hobart Stick- Mate, and the Lincoln Tombstone type transformer machines, are a great purchase for the money, even new. The AC/DC models are around $500 bills. AC output alone are around $300 new. They do need 220 volt though. I would lean this direction myself if quality, and price are an issue. If you have only 115 volts available, the inverter is your best bet, but they are not cheap.
