oscillation, weave for manual welding

For manual welding processes like SMAW, what is the practical welding view on what is meant by "oscillation"? I think of it as what you do to slightly flatten a stringer-bead if it would have a humped profile - say on a vertical-up T-fillet "root" run. While still leaving the weld as a true stringer-bead. You do not increase the cross-sectional-area of the weld. There was a "Standards" and "Codes" discussion on another bulletin-board around the concepts of
