I have arc gouged with a Maxstar 140, but never with 1/4" carbons. I was using 1/8" carbons to remove some stainless steel welds.
All you need is the carbon held in a electrode holder and a hand held air nozzle to blow away the dross.
I would not use that setup to cut up oil drums.
A right angle grinder with thin abrasive wheels would be much cleaner and faster.
Even better is to pay $50 to rent a small plasma cutter for a weekend.
