Any of you Internet-savvy guys know how to report the perpetrator to the proper authorities?

What "authorities"? Their ISPs? Easy. Look at the headers and find the NNTP Posting Host. Looks like you use Outlook Express so I can't tell you how to see the headers, but if you use Agent, when viewing the message, just mash the "H" key and voila! headers...
