Is it possible to make a toobar which would hold my homemade block symbols?

Yes. Look under customization in the help.
Yes, Design Center and/or Tool Palettes are exactly what you want to use to do that. With tool palettes you can even set it up to insert on a prechosen layer and a prechosen scale.
