There might be other definitions, but a power whip in the field is a cable running from a junction box too a device such as a light fixture or power pole coming out of the of a ceiling too feed say a cash register. They usually have a specialty plug that plugs into said device.

In other applications is a length of seal tight conduit running from a floor mounted PDU or panel to a bell box with receptacle. Used like this it is more than likely run under a raised floor in a computer room.

Here is an entirely different take,

Whips, the kind used to lash animals, including people, are impedance transformers. The high mass and low speed of a whips belly gets transferred to the low mass of the tip where the speed is greatly increased. Often, the crack of the whip has speed exceeding that of sound.

The same principle applies to fly casting and tapered transmission lines.

Nelson Rockefeller found out what a "power whip" was. Fortunately he found how much *power* there was in that whip before he had a chance to move into 1600 Penn Ave.
