1.) They may only sell to bona-fide locksmiths or
2.) What you want to order may not be enough to meet their minimum order requirements either per order or by the year total.

They only sell to locksmiths. If you're a locksmith you can easily get the password on the more secure forums like TNL or Clearstar or simply from another locksmith.
