Something smaller than a water meter and not too much more efficient in the 15 psig range.

Suggest you look in some of the self-suffiency, off-the-grid living sites. I have some books on energy efficient building and such which probably mentions sources for low-head small turbines like you seem to want, but I'd have to dig for 'em. If you can't find anything, let me know.
