There are a number of good books. I recommend "What Color Is Your Parachute?" Successful suggestions are covered at length there.
The most important is to develop your personal network. You will probably not get a job based on blasting unsolicited FAXes. You will most likely get a job you will hear about from people you know.

Try in alberta, canada. There are lts of positions open for all diciplines of engineering there. Decent pay and good weather after March.
