You can obtain this as a download from the publisher NACE International for $13. It is their no 02080698 Diffusion of Hydrogen in a Steel... by J.L. Cao, L.T. Li, J.X. Wu, Y.P. Lu, and Z.L. Gui

Go to

Look under the NACE STORE tab. The second entry is Products by Type. Click on CORROSION articles, and select 2002, Volume 58 as the year. Next click on August as the month, and then select the article.
