Gunner, have you seen these three phase meters? It will tell at a glance how well balanced the three phases are.

My first thought was that it would be useful to you to use to balance RPCs, and that it was cheap enough to install on the RPC to keep an eye on its status. If caps start to fail, the imbalance would be obvious.
