Why would they propose an expensive new ship rather than buying up fishing boats and equipment made idle by restrictive catch limits?
It sounds like another scheme to clean out unwary feel-gooders' wallets.

Of course it will work. It will get them a grant to study the concept and if lucky a follow on grant to build a conceptual model and perhaps (God is Good) yet another grant to build a working model.
