Fastener into plastic

I'm thinking either thermal or solvent welding. Is it possible to use a second pvc part as a retainer and solvent weld it on top of the washer?

How about holes around the circumference of the washer and some sort of thermal extrusion/welding through them.

A lot will depend on how many you want to do. A couple is easy, 100,000 will take more thought.

Could you use ABS sheet, an ABS plastic washer and solvent glue?

What is your purpose?

Depending on your need, you could drill and countersink 2 or more holes in the rim of the washer for 1/4 - 20 (or smaller) flat head machine screws into tapped holes in the 1/4" sheet or vice a versa

Hot melt glue?

I noticed the Carver Epocol is made in Italy, don't know if it's available here. Another candidate would be Power-Poxy Super Strength Adhesive. 3800 PSI bond strength (on some materials), said to be good on metals and plastics. $2.89 a package.

Gluing will do pretty fine for most applications. My question is that when the part if fully assembled, is the washer under tension or compression? Tension means that you are going to have a real problem and some of the more advanced glues will work best. There is some stuff that adheres security loops to laptop cases that should do you quite well. If you are just using the operation to hold the washer in place until the item is assembled and the washer is just there to insure that the customer isn't going to miss it, stuff like even contact cement will work decently well.
