heated floor mats

I saw the previous posts for heated floor mats ( but am not willing to make my own or to use a heating pad. Do these mats really radiate heat thru the house or is it really just the equivalent to a heating pad on the floor? If it's just pennies a day (according to the advertisement), I wonder if a powerstrip is sufficient. There's even a very large one that is shown under a rug. That would have to be quite a strong heat to go thru a rug, plus it doesn't ruin the rug? Anyone ever use these?
