improving a cheap mig welder

I recently moved my home shop to a metal building w/cement floor, heated only when im there. I noticed light surface rust on the lathe and milling machine, so instead of getting a rod heater for the arc welder i bought a cheap harbor freight mig welder, it sputters alot so i removed the case and noticed it was basicly a simple dc supply using only 2 diodes and a transformer. It seems like it should have had atleast a inductor in the dc line like real dc welders do. Has anyone got any ideas on how to improve the circut in this cheap chinese wire welder? Im wandering what type of circut miller, hobart or real migs have, like inductors or maybe filter caps?
