Wow, expensive...but no need to "melt" round sinkers. Or use shot you buy at a gun store. Just pour it in.
Any chance you are in southern Ontario?? If so, there is a place that makes shot in various sizes near Ancaster.
As far as I've seen, you still have not identified EXACTLY what you want, but if you have room you could maybe use the wheel weights by dumping them "whole" in the same way, and no need to "melt" them.

I think it just seals the re-bar from both air and moisture. If you find a place where the concrete has cracked and fallen away, you'll see that the re-bar rusts very quickly. I don't think the chemical composition of the concrete provides the protection.
One of our neighbours has a tractor with perhaps a 1 ton weight on the back. There is hardly anything left of the steel case which enclosed the concrete. Once water gets inside, it stays damp for ages and corrosion occurs in the crevices. That said, the steel encasing his weight was probably only 1 mm thick and it was poorly sealed around the lifting eye at the top.

I'd not put molten lead in - build ingots. Put hand fulls in. Then you can remove it when needed - or change the weight by taking hand fulls out.
Ever think of having the tractor hauled to the tractor house for a 'doctor' visit ? e.g.. stalls out and it won't start - you can't figure it - they haul it out...
